This is a division and nothing more. It does not know your credit score and cannot say what any change would do to it: scoring models are not published in full, and they weigh many things besides this. The balance a card issuer reports is usually the one on the statement date, which may not be what you owe today. Not financial advice.

Questions

What is credit utilization?
The balance on your cards divided by their limits, as a percentage. A $1,500 balance on a $3,000 limit is 50%.
What share should I aim for?
The calculator cannot say. Scoring models are not published in full and weigh many other things. The target field is yours to set, and the 30% it opens with is an example.
Which balance counts?
Usually the one your card issuer reports, which is often the statement balance and not what you owe on the day you look. Your issuer can tell you when it reports.
